Yes. The Silvercore Club is a national club with members across Canada and internationally, and anyone can join, with or without a PAL. It was the first club in Canada (not a range) approved by the RCMP as meeting ATT issuance requirements, and membership is $59 CAD a year.

Who can join the Silvercore Club?

Anyone. You do not need a PAL, you do not need to own a firearm, and you do not need to live in British Columbia. We have members across Canada and outside the country. Some hold a restricted licence and need a club membership on file. Some hunt and want the liability insurance. Some are working toward their PAL and want regulatory updates while they learn.

Does the membership count for restricted firearms if I live far from Silvercore?

Yes. The Silvercore Club is accepted in all provinces and territories across Canada.

Under RCMP Canadian Firearms Program policy, Chief Firearms Officers look for membership in an approved club or range as evidence that you acquire restricted firearms for target shooting. That requirement is CFP policy and does not appear in the Firearms Act. Section 28(b) lets a CFO approve a restricted transfer for target practice "under the auspices of a shooting club or shooting range that is approved under section 29."

Your provincial or territorial Chief Firearms Officer issues the Authorization to Transport, per the CFP Authorization to Transport page. Section 19(1.1) of the Act says a target practice ATT within your province of residence must include all approved shooting clubs and shooting ranges in that province. You shoot at the approved ranges in your own province. Your club membership and your range time do not have to be in the same place.

What do Silvercore Club members get?

  • Membership documentation for your Chief Firearms Officer when you acquire a restricted firearm or renew a restricted licence.
  • Liability insurance: individual excess third-party liability coverage up to $5,000,000 through HUB International, underwritten by Lloyd's Underwriters, for hunting, fishing, lawful shooting, archery, camping and hiking anywhere in Canada and the United States.
  • Regulatory updates by email. When classification, licensing or transport rules change, members hear about it from us with the primary source attached.
  • The Outpost, a private members-only podcast.
  • Partner discounts from outdoor and firearms brands.

Do I need to shoot regularly to stay a member?

The Silvercore Club sets no minimum attendance. A CFO can ask an approved club for a written description of a current or past member's target shooting over the previous five years, under subsection 15(1) of the Shooting Clubs and Shooting Ranges Regulations. The CFP target shooters page notes the CFO can also review your ATT history to confirm the purpose you gave for acquiring a firearm. If you own restricted firearms for target shooting, go shooting.

Where do I shoot if there is no range nearby?

Call the Canadian Firearms Program at 1-800-731-4000 to confirm which ranges in your province are approved, as the CFP shooting clubs and ranges page directs. Many ranges sell day passes. Non-restricted rifles and shotguns can also be fired on Crown land where local rules allow, and our guide to legal shooting areas covers how to check.

I built the Silvercore Club because a firearms owner in Whitehorse or Halifax has the same licensing needs as one in Delta. Where you live should not decide which club you can join.
